I think it could be interpreted either way, honestly. I think maybe it was intended to imply that they did, what with the fade to black and how they acted the next morning, plus the letter Margaret writes at the end, but given that they did wake up fully clothed I could see how someone might come to the conclusion that they just made out and held each other for comfort.
I know I, personally, initially assumed sex, and it wasn't until I joined fandom that I heard the other interpretation.
